Professor Sun Dong was appointed as the Secretary for Innovation, Technology and Industry on 1 July 2022.


Professor Sun grew up in Beijing. He studied his doctorate degree in Hong Kong in 1994 and pursued further studies overseas. After his return to Hong Kong in 2000, he joined the City University of Hong Kong (CityU) as professor and started a high-tech company. Prior to his appointment as Secretary for Innovation, Technology and Industry, Professor Sun was CityU’s Head and Chair Professor of Department of Biomedical Engineering, and Director of Center for Robotics and Automation.


Professor Sun is currently Fellow of the Canadian Academy of Engineering in Canada, Member of the European Academy of Sciences and Arts, Fellow of the International Academy of Medical and Biological Engineering, and Fellow of Institute of Electrical and Electronic Engineers (IEEE) in the USA. He has been committed in promoting higher education and frontline scientific research in Hong Kong for more than 20 years, nurturing for Hong Kong many talents in the field of innovation and technology. He was a Legislative Council Member from January to June 2022.

Dr Sunny Chai is devoted to nurturing the innovation and technology (I&T) ecosystem in Hong Kong and Mainland China. His commitment to enhancing collaboration and development in the region reflects his dedication to advancing industrial capabilities and fostering a culture of innovation.

Recognised for his contributions to innovation and technology, Dr Chai has received multiple honours, including the Bronze and Silver Bauhinia Stars (BBS and SBS). He is also a member of the Chinese People's Political Consultative Conference (CPPCC ) National Committee and actively contributes to various government and public organisations, fostering growth and development within Hong Kong’s industrial landscape. Additionally, he served as Chairman of the Board of Directors for the Logistics and Supply Chain MultiTech R&D Centre Limited (LSCM) from 2015 to 2020, and was a member of the Board of Directors for the Hong Kong Applied Science and Technology Research Institute Company Limited (ASTRI) from 2006 to 2012

Dr Chai transformed Fook Tin Group since joining the family business after earning his Bachelor of Science in Business from Rochester Institute of Technology. Under his stewardship, the company has undergone significant advancements in IT, R&D, and operations, notably developing its first ERP system in 1988. His innovative approach has propelled Fook Tin into a new era of product development and market expansion.

Vice-chancellor and President, The Chinese University of Hong Kong

Professor Dennis Lo is the Vice-Chancellor,  Li Ka Shing Professor of Medicine of The Chinese University of Hong Kong (CUHK) and the President of the Hong Kong Academy of Sciences. His research interests focus on the biology and diagnostic applications of cell-free nucleic acids in plasma. In particular, he discovered the presence of cell-free fetal DNA in maternal plasma in 1997 and has since then been pioneering non-invasive prenatal diagnosis using this technology. This technology has been adopted globally and has created a paradigm in prenatal medicine. He has also made many innovations using circulating nucleic acids for cancer detection, including the screening of early stage nasopharyngeal cancer.


In recognition of his research, Professor Lo has been elected as Member of the Chinese Academy of Sciences (CAS), Founding Member of the Hong Kong Academy of Sciences, Fellow of the Royal Society and Foreign Associate of the US National Academy of Sciences. Professor Lo has won numerous awards, including the 2014 King Faisal International Prize in Medicine, the 2016 Future Science Prize in Life Science, the 2019 Fudan-Zhongzhi Science Award, the 2021 Breakthrough Prize in Life Sciences, the 2021 Royal Medal, the 2021 ESHG Mendel Award, the 2022 ISPD Pioneer Award, the 2022 Lasker~DeBakey Clinical Medical Research Award, the 2023 inaugural Tengchong Science Prize and the 2024 Jiménez Díaz Lecture Award.

Dr Kam was appointed as the CEO of MTR Corporation on 1 April 2019, responsible for all performance of the Corporation and its group companies, both in and outside Hong Kong.


Dr Kam is an Honorary Chairman of the International Association of Public Transport (UITP), a member of the Board / Council of various international and Hong Kong  professional and community institutions.


Dr Kam qualified as Chartered Member / Fellow of various international professional institutions in engineering, transport & logistics, business management and occupational safety and health, including being a Fellow of the Hong Kong Academy of Engineering Sciences.


He was appointed as a Justice & the Peace in Hong Kong in 2021.

Founder and Chairman, SmartMore Corporation

Professor Jia is a Chair Professor of Department of Computer Science and Engineering at The Hong Kong University of Science and Technology (HKUST) and director of Von Neumann Institute.


He joined CUHK in 2004 as an assistant professor and was promoted to full professor in 2015. He moved to HKUST in 2024. He obtained his PhD degree in Computer Science jointly from HKUST and Microsoft Research in 2004. From March 2003 to August 2004, he was a visiting scholar at Microsoft. He conducted collaborative research at Adobe Research in 2007.


Professor Jia is an IEEE Fellow. His research focuses on advanced development of computer vision, language, and deep learning technologies, including image/video understanding, large X models, multi-modal AI, and generative AI.


Professor Jia assumes the position of Associate Editor-in-Chief (AEiC) of IEEE Transactions on Pattern Analysis and Machine Intelligence (TPAMI) since 2021. TPAMI is and continues to be one of IEEE’s flagship journals and one of the premier journals across all of computer science. He was also in the editorial board of International Journal of Computer Vision (IJCV). He continuously served as the area chair of ICCV, CVPR, AAAI, ECCV, and of several other conferences for 20+ years.


 


He founded SmartMore, a fast-growing unicorn company for manufacturing optimization and automation (MOA) with world-class research and development, backed by top-tier international institutional investors.

As Chief Operating Officer of Lalamove, Paul is responsible for the global operations, strategic planning and business development of the company and has been instrumental in the rapid growth of the Lalamove business.


Paul brings more than 28 years of global management experience to Lalamove, having worked in Hong Kong, Middle East, the Philippines, Japan and Mainland China. His experience and leadership have been focused on delivering business services and solutions, providing outstanding client services, and driving profitable and sustainable revenue growth.


Before joining Lalamove, Paul held several senior executive roles at Hong Kong flagship carrier Cathay Pacific Airways. Most recently, he was the Chief Customer and Commercial Officer at Cathay Pacific, where he was in charge of commercial, fleet & network planning, information technology, customer experience design and delivery, and international affairs.


Paul graduated from the University of Toronto with a Bachelor of Engineering Science, and the University of Michigan with a Master of Business Administration. He also graduated from the Senior Executive Program at the Stanford University Graduate School of Business.

Zhiqiang (George) He, Senior Vice President of Lenovo, and President of Lenovo Capital and Incubator Group.


George has been the key contributor for Lenovo’s major product lines and innovative technologies. He founded and led Lenovo Research & Technology in 1999, Lenovo Ecosystem and Cloud Services Group in 2014, and Lenovo Capital and Incubator Group in 2016. George has been in charge of building Lenovo research system and technology strategy, driving technology innovation and strategic emerging business development, as well as bridging internal incubation and external investment to build Lenovo ecosystem.


Mr. He was awarded several times the National Science and Technology Progress Award, and was elected as standing member of the CPPCC of Haidian District, Beijing in 2011 and member of the CPPCC of Beijing in 2018.


Mr. He also serves as doctoral supervisor at the Institute of Computing Technology Chinese Academy of Science, and Beihang University.

Dr Alan Cheung is the Chief Director of the Artificial Intelligence and Trust Technologies division at ASTRI. He leads the division in driving ASTRI’s initiatives, particularly in FinTech and Smart City, through Generative AI, multimedia data analytics, Federated Learning, Blockchain, Cybersecurity, and privacy-enhancing applications. The division has won numerous local and overseas innovation awards, including the Hong Kong ICT Awards, Asia FinTech Award, and the International Exhibition of Inventions Geneva.


Dr Cheung’s collaboration partners comprise both the public and private sectors. They include government departments and regulators such as the Hong Kong Monetary Authority, as well as financial institutions and corporations. He also contributes to the community through various volunteer roles, such as member of the Standing Committee on Technological Developments of the Privacy Commissioner for Personal Data (PCPD).


Dr Cheung has over 25 years of rich R&D and management experience. He previously worked for Sun Microsystems (Oracle) and ATI Technologies (AMD) in California, the United States (US). He holds an Engineering Doctorate degree from the City University of Hong Kong, an Master of Science degree in Electrical Engineering from Stanford University and a Bachelor of Science degree in Electrical Engineering from Cornell University. He is also the owner of multiple US patents.

Privacy Commissioner for Personal Data, Office of the Privacy Commissioner for Personal Data

Ms Ada CHUNG Lai-ling was qualified as a barrister and a Certified Public Accountant. She has solid legal expertise in privacy law, company law, tax, trust and administrative law. Ms Chung also has abundant experience in regulatory and administrative work. Before her appointment as the Privacy Commissioner for Personal Data, Ms Chung was the Registrar of Companies, Registrar of Money Lenders, and had held various posts in the Department of Justice, including the Deputy Law Officer (Civil Law).
 
As the Privacy Commissioner, Ms Chung was instrumental in amending the Personal Data (Privacy) Ordinance to more effectively combat doxxing behaviour and she led the criminal investigation division of her office in instituting criminal investigations and prosecutions into suspected doxxing offences. To promote AI security, she also led her team in the compilation of a Guidance on the Ethical Development and Use of Artificial Intelligence in Hong Kong in 2021 and a Model Personal Data Protection Framework for Artificial Intelligence in 2024.
 
Ms Chung was a member of the Sub-group on Cross-boundary Data Collaboration of the Digital Economy Development Committee set up by the Financial Secretary. She currently sits on the Professional Advisory Board of the Asian Institute of International Financial Law of the University of Hong Kong and is a member of the Hong Kong Expert Group on Cross-boundary Data Collaboration.

Mr Fred Sheu

National Technology Officer, Microsoft Hong Kong

As National Technology Officer at Microsoft Hong Kong, Fred Sheu supports policy decision and delivers technologically relevant solutions into Hong Kong market. Fred’s main objectives are to align IT value propositions to public policies in such areas as healthcare, education, the environment, and local social and economic development; and to promote a digital agenda in top policy areas, including innovation, AI, security and privacy, technology neutrality, accessibility, and interoperability.


Prior to Microsoft, Fred worked with Hewlett Packard (HP) Enterprise where he was the General Manager of Software for HPE Hong Kong.


Fred is an active veteran in Hong Kong ICT industry, he serves in councils of Hong Kong Computer Society (HKCS), itSMF Hong Kong Chapter and the Hong Kong Information Technology Federation (HKITF). Other public services roles that Mr. Fred Sheu is currently serving include Member of Innovation and Technology Training Board (ITBB) of VTC and Convener of its IT sub-committee, Member of OGCIO’s Advisory Committee of the “IT Innovation Lab in Schools” program, Vice Chairman of Innovation, Data and Communication Committee of Hong Kong General Chamber of Commerce, and Member of sub-group on Talent Development of HKSAR Government’s Digital Economy Development Committee.


Fred graduated from the University of Manitoba with a Bachelor of Computer Science (Hon) degree.

Patrick Huen Wing Ming Professor of Systems Engineering and Engineering Management, The Chinese University of Hong Kong

Professor Helen Meng is Patrick Huen Wing Ming Chair Professor of Systems Engineering and Engineering Management at The Chinese University of Hong Kong. She joined CUHK in 1998 and has served as Department Chairperson, as well as Associate Dean of Research for CUHK’s Faculty of Engineering. Professor Meng has been leading various joint partnerships, including with Microsoft Research Asia (MSRA), MIT, Tsinghua University and Dr. Stanley Ho Medical Development Foundation. Her collaboration with MSRA led to CUHK’s first engineering laboratory to achieve the national status of a Ministry of Education Key Laboratory. In 2019, her interdisciplinary team was awarded the first AI project under the HKSARG RGC Theme-based Research Scheme, which aims to develop AI technologies for screening dementia. In 2020, she led the establishment of CUHK’s InnoCentre on AI, named Centre for Perceptual and Interactive Intelligence, and serves as Director.


Since 2019, Helen has been serving as head of curriculum development of the CUHK-HKJC AI4Future Project, leading the creation of Hong Kong’s first pre-tertiary AI curriculum, with a focus on AI ethics. The AI4Future Project was recognized with the Gold Award of the Hong Kong ICT Awards Smart People Award 2021. The curriculum is being taught in all local secondary schools starting in 2024. Helen and her team have won many other awards, including the Gold and Silver medals of 49th International Exhibition of Inventions Geneva 2024, 2023 and 2024 INTERSPEECH Best Student Paper Award, the US National Academy of Medicine's Healthy Longevity Global Grand Challenge 2024, the First Prize of the international DialDoc@ACL 2022 Challenge, Hong Kong’s SciTech Challenge 2021 Open Category Championship, 2019 IEEE SPS Leo Beranek Meritorious Service Award for service and leadership, etc. Helen has also served as the elected Editor-in-Chief of the IEEE Transactions on Audio, Speech and Language Processing, a top journal in her field. Helen is a Fellow of the IEEE, ISCA, HKIE and HKCS.

Prof Chuang founded ProVista Group in 1995, which has evolved into a one-stop service provider in the fields of research and development, advanced manufacturing, sales and marketing of electronics products. The company has taken a leading position in solar power generation systems, energy storage systems, automotive and RV electronics, power solutions, as well as e-health IoT products.


In 2023, Prof Chuang has been elected as the Chairman of Federation of Hong Kong Industries. He also holds a number of public positions, including being a member of the Sub-committee on Development of Industries, Advisory Committee on the Northern Metropolis, a member of the Committee on Innovation, Technology and Industry Development under the Innovation, Technology and Industry Bureau, Council Member of Hong Kong Trade Development Council (HKTDC), and Board Member of Hong Kong Microelectronics Research and Development Institute (MRDI).

The Hon Sunny Tan

Chairman, Hong Kong Productivity Council

Hon Sunny Tan assumed the chairmanship of the Hong Kong Productivity Council (HKPC) in August 2022.


As a seasoned industrialist, he is currently a Member of the Legislative Council representing the Textiles and Garment functional constituency and Senior Advisor to Luen Thai Holdings Limited, a leading fashion and lifestyle apparel and accessories manufacturer, for which he has served for more than two decades.  He is also Executive Deputy Chairman of the Federation of Hong Kong Industries and Executive Vice Chairman of The Hong Kong General Chamber of Textiles.  In 2013, he received the “Young Industrialist Awards of Hong Kong”.


Hon Sunny Tan has a strong record of public and community service.  He is a member of the Committee on Innovation, Technology and Industry Development; the Trade and Industry Advisory Board; the Vocational Training Council; and the Board of Directors of the Hong Kong Design Centre.  He is also a Standing Committee member of the Hebei Province Chinese People’s Political Consultative Conference.


Hon Sunny Tan obtained a Master of Science degree from Stanford University and Bachelor of Business Administration degree from the University of Wisconsin-Madison.

His dedication extends to social causes, where he champions relief and development efforts through World Vision Malaysia and MCRD, embodying a balance of business acumen and social responsibility.

Professor Michael Yang is currently Senior Vice-President (Innovation and Enterprise), Yeung Kin-Man Chair Professor (Biomedical Sciences), and Director of the Tung Biomedical Sciences Centre of City University of Hong Kong (CityU). He received his BSc from Xiamen University, PhD from the University of Toronto, and postdoctoral training from The Scripps Research Institute, USA. He joined CityU in 1994, and rose through the ranks of assistant professor (1994–1998), associate professor (1998–2002), professor (2002–2007), and chair professor (since 2007). He was the Founding Head of Department of Biomedical Sciences (2013–2018), Acting Dean of College of Veterinary Medicine and Life Sciences (2019–2020), Vice President (Research and Technology) (2020–2023), and appointed as Senior Vice–President (Innovation and Enterprise) (since May 2023), responsible for innovation, knowledge transfer, and entrepreneurship.


Professor Yang’s research interests focus on studying cancer biology and developing biochips and nanotechnology for diagnostics and therapeutic applications. He has published more than 300 peer-reviewed scientific papers, received/filed 54 US/China patents, delivered over 150 lectures in international conferences and academic institutions. He was listed among the top 2% of the world’s most highly cited scientists, according to metrics compiled by Stanford University from 2020 to 2023. He has trained over 40 PhD graduates and 30 postdoctoral fellows, and co-founded several biotech companies based on technologies developed in his laboratory, including Genetel, Prenetics and Cellomics. He was awarded the “Chunhui Scholar Award” by the Ministry of Education of China in 2003, the “K. C. Wong Foundation Award” in 2004, the “Shenzhen Science and Technology Innovation Award” in 2006, the “Hong Kong Technological Achievement Grand Award” in 2007, the “Natural Science Award, Second-Class” from the Ministry of Education in 2015, the “Wuxi AppTech Life Science and Chemistry Award” in 2016, and a Gold Medal at the 47th International Exhibition of Inventions of Geneva in 2019.


Professor Yang also serves on the Hong Kong’s Research Grants Council, the Health and Medical Research Fund, and the Innovation and Technology Fund. He holds Honorary Professorships at the Institute of Microsystems of the Chinese Academy of Science, Zhejiang University, and the Army Medical University. He is the vice-president of the Hong Kong Biotechnology Association, a council member of the Asia Federation of Biotechnology, a member of the Hetao Shenzhen-Hong Kong Innovation and Collaboration Zone Experts Consultative Committee, a scientific advisor of the Asian Fund for Cancer Research and the government-funded Hong Kong Genome Centre, and a mentor of the Hong Kong X platform.


 


Professor Yang is responsible for the “HK Tech 300” initiative, the leading university-based entrepreneurship program in Asia, with the aims to promote innovation, technology transfer and commercialization, and to provide an ecosystem for young people to start their entrepreneurship journey. Since 2021, “HK Tech 300” has incubated more than 600 startups, and expanded to Mainland China and Southeast Asia, making significant contribution to developing Hong Kong into an international hub of innovation and technology.

Ms Mable Chan was appointed the Secretary for Transport and Logistics on 5 December 2024.


Ms Chan joined the Government as an Administrative Officer in 1989. She has served in various bureaux and departments. Her recent postings included Deputy Secretary for Financial Services and the Treasury (Treasury) from July 2012 to July 2016, Deputy Secretary for Financial Services and the Treasury (Financial Services) from August 2016 to October 2017, Commissioner for Transport from October 2017 to July 2020 and Permanent Secretary for Transport and Logistics (formerly named Permanent Secretary for Transport and Housing (Transport)) from August 2020 to December 2024.

Dr Eddy Chiu joined ASTRI in 2012 and has led R&D projects on 4G to 6G technologies, spectrum management, and smart city communications networks.  Locally in Hong Kong, Eddy has led multiple telecommunications consultancy projects and 5G-based connectivity solution projects for Hong Kong Government departments and public sector.


Eddy is a Senior Member of the IEEE, the Vice Chair of the IEEE Hong Kong Section in 2022 and 2023, and the Treasurer of the IEEE Hong Kong Section in 2020 and 2021.  He is an active reviewer for various IEEE Transactions and various other journals on wireless communications, and he frequently serves on the technical program committees of major IEEE conferences on wireless communications.

Director of Smart Mobility Technologies and Chief Engineer of V2X System, Communications Technologies, ASTRI

SU DONGZHE, Director of Smart Mobility and Chief Engineer of V2X System at the Hong Kong Applied Science and Technology Research Institute. He has been leading the system architecture in research and development of vehicle-to-everything (V2X) communication and application systems and connected autonomous vehicles (CAV) systems. His role has been to define the technical scope and overall system design for ASTRI's V2X networking system. In 2021, ASTRI launched one of the world's largest C-V2X public road tests in Hong Kong, covering a 14 km route with various road environments of Hong Kong. Since 2023, ASTRI has launched CAV/C-V2X trails in different areas of Hong Kong.

Dr Weisong Wen

Dr. Weisong Wen, assistant professor at The Hong Kong Polytechnic University, director of the Trustworthy Autonomous Systems Laboratory (TAS Lab) of The Hong Kong Polytechnic University. Dr. Wen is at the forefront of pioneering advancements in autonomous systems (such as UAVs and self-driving cars) technology, emphasizing the importance of safety, reliability, and ethical standards. In particular, Dr. Wen’s recent research focuses on trustworthy perception, positioning, and control for unmanned autonomous systems (UAS). The TAS Lab, led by Dr. Wen, is home to a diverse group of researchers and engineers who specialize in artificial intelligence, robotics, cybersecurity, and human-system interaction.


In 2020, he graduated from the Department of Mechanical Engineering of The Hong Kong Polytechnic University with a Ph.D. and is a visiting scholar at the University of California, Berkeley (2018). He has published more than 40 SCI academic papers and 45 academic conference papers in the field of unmanned autonomous systems. He has served as the branch/field chairman of IEEE ITSC, the top conference in the field of intelligent transportation, and ION GNSS+, the annual meeting of the American Navigation Association. He was the guest editor (Electronics), associate editor (e.g. IEEE Transactions on Vehicular Technology), etc. of the journals. His research on high-precision LiDAR positioning and mapping algorithms in urban environments was awarded the Best Presentation at ION GNSS+ 2020, with judges including the Chief Scientist from Google's self-driving car division, and the 2021 TechConnect Innovation Award, which has been commercialized through industry collaboration. His technological breakthroughs have earned him a nomination as a "Young Talent in Research and Innovation" at The Hong Kong Polytechnic University. Dr. Wen's satellite navigation positioning algorithms for complex environments have addressed the issue of insufficient positioning accuracy in urban settings. His work has been featured in leading journals such as Inside GNSS and has received industry recognition, leading to multiple invitations to deliver academic presentations. In 2021, as a principal contributor, he also established industry collaborations. Dr. Wen's research achievements have been recognized with patents in the United States and Canada.

Dr Jiandong Qiu

General Manager, SUTPC Digital Technology (Hong Kong) Limited

Qiu Jiandong, a Professor-level Senior Engineer and the General Manager of SUTPC Digital Technology (Hong Kong) Limited, specializes in multimodal transport modeling and simulation, as well as intelligent connected vehicles, with 17 years of extensive experience. He has not only achieved remarkable accomplishments in the development of system platforms such as the traffic modeling software TransPlan, the big data computing platform TransPaaS, and the low-carbon transportation system EmissionModel, but also successfully promoted their application demonstrations in over 20 major cities, including Riyadh and Dammam in Saudi Arabia, the UAE, as well as Shenzhen, Shanghai, and Chongqing in China. He has received multiple first prizes in scientific and technological progress at the ministerial and provincial levels, authored five monographs on transportation, and published over 50 papers. He is also an expert reviewer for key research projects under the Ministry of Science and Technology. In 2015, he established the "Future Transportation Laboratory" globally and has been recognized as one of the "Top Ten Young Craftsmen" in Shenzhen's state-owned assets system and as a high-level leading professional talent in Shenzhen. At the upcoming AIST Intelligent and Connected Vehicles Forum, Professor Qiu Jiandong will leverage his profound background in transportation technology to deeply analyze the challenges and potential business opportunities faced by the low-altitude economy from a technical perspective.

ASTRI Board Member, Vice President (Research and Innovation), Hong Kong Polytechnic University

Prof. Christopher Chao is Vice President (Research and Innovation) and Chair Professor of Thermal and Environmental Engineering at The Hong Kong Polytechnic University (PolyU). He oversees the planning and strategic development of research and innovation, knowledge transfer and entrepreneurship activities at PolyU.  Prof. Chao is also Director of PolyU Policy Research Centre for Innovation and Technology, in which Greater Bay Area (GBA) Innovation and Technology Development is one major focus.


Prof. Chao also plays a pivotal role in promoting PolyU’s research development in the Mainland. In the last two years, PolyU has established eleven Mainland Translational Research Institutes in major cities across Mainland China, including Jinjiang, Wuxi, Hangzhou, and Wuhan where he is serving as Chairman of the Board. These institutes aim to translate academic research from PolyU into practical applications that support innovation, technology, and economic development through technology transfer and entrepreneurship, thereby contributing to the broader innovation ecosystem between Hong Kong and the Mainland. 


As an accomplished scholar in thermal and environmental engineering, Prof. Chao has published extensively in international journals. He is a Fellow of the Hong Kong Academy of Engineering and currently holds several advisory roles within the professional community and HKSAR Government, making significant contributions to the engineering, education and innovation landscape in Hong Kong.

His passion for the I&T sectors includes biomedical, smart cities, Information and Communications Technology (ICT), cloud computing, big data, artificial intelligence (AI), and robotics.


 


Prior to his government role, Mr. Peng was the Director (Corporate) at the Hong Kong Quality Assurance Agency (HKQAA), where he became well-versed in international management system standards, including quality, cybersecurity, telecom, IT service, supply chain management, ESG, and green finance, etc.


 


He holds a Master of Business Administration (MBA) from the Hong Kong University of Science and Technology.

Mr Kenny Chan is a seasoned professional with over 25 years of industry experience on emerging sensing and display-related technologies. As the Head of Innovative Mind (INM) Technology Division at ASTRI, he leads the Emerging Sensing and Display Technology (ESDT) core competence group (CCG) in developing cutting-edge technologies. These include photonics devices, optical sensing and display modules, hardware systems, and various sensing and display software methodologies.


Under his guidance, INM delivers innovative product solutions such as micro display (LCoS), diffractive optics (DOE), holographic optics (HOE), waveguide optics for anti-counterfeiting, 3D sensing modules for behaviour analysis, multi-factors biometrics sensing devices, and AR/VR/MR displays.


Mr Chan’s expertise spans applied research, product design and manufacturing, product marketing, management and start-ups. He has a proven track record of driving technology commercialisation through technology licensing, contract services, management buyouts, and spin-offs. The technology solutions developed by his team have been successfully deployed in various sectors related to Smart City and the Metaverse, including caring, construction, and transportation. Mr Chan’s leadership has been instrumental in establishing joint R&D centres and laboratories with top-tier domestic and international companies, promoting Hong Kong’s sensing and display technologies in Mainland China and abroad.


Under his leadership, the R&D team has won two Hong Kong Industrial Awards, three HKICT Gold Awards and five Geneva Invention Gold Awards. As an inventor himself, Mr Chan has filed 10 patents, with six granted so far.


Mr Chan has chaired the AR Forum in China International Optoelectronics Exposition since 2015. He holds a Master of Electronics Engineering focused in Digital and Image Processing from the Chinese University of Hong Kong (CUHK), and an MBA from the Hong Kong University of Science and Technology (HKUST).

Dr SHI received his PhD from Tsinghua University, China in 1995. He has published more than 120 international journal and conference papers. He has 30 granted patents. Henry Shu-Hung Chung received the B.Eng. and Ph.D. degrees in electrical engineering from Hong Kong Polytechnic University, Hong Kong, in 1991 and 1994, respectively.


Since 1995, he has been with the City University of Hong Kong, where he is currently the Dean of Students, a Chair Professor with the Department of Electrical Engineering, and the Director of the Centre for Smart Energy Conversion and Utilization Research. He has published two books, authored ten research book chapters, and more than 500 technical papers including 250 refereed journal papers in his research areas, and holds 80 patents. His current research interests include renewable energy conversion technologies, lighting technologies, energy harvesting, smart grid technologies, and computational intelligence for power electronic systems.


Dr. Ching is Fellow of IEEE. He was recipient of 2021 IEEE PELS R. David Middlebrook Achievement Award for his contribution to energy utilization technologies for smart cities. He received CityU Outstanding Research Award in 2020 and CityU Teaching Excellence Awards in 2018 and 2022, respectively. He is currently an Associate Editor for the IEEE Transactions on Power Electronics and the IEEE Journal of Emerging and Selected Topics in Power Electronics. He was the Editor-in-Chief of the IEEE Power Electronics Letters 2014–2018. He was also the Chair of the Technical Committee of the High-Performance and Emerging Technologies, IEEE Power Electronics Society in 2010–2014. Throughout his career, Ir Chong has made significant contributions to sustainability and innovation, particularly in the Guangdong-Hong Kong-Macao Greater Bay Area. At Veolia (formerly Dalkia Group) since 2005, he had developed and managed environmentally friendly projects, implementing innovative technologies to promote ESG practices. His work has garnered more than 30 awards in areas such as innovation, occupational health and safety, sustainability, quality and environmental achievements.


Prior to that, he worked for the CLP Group from 1993 to 2004, holding various positions in power generation, marketing and customer services, asset management, and business development.


Ir Chong is deeply committed to nurturing young engineers and broadening their perspectives. He has organised numerous initiatives, including the Mechanical Innovation Awards and mentoring schemes, to support the growth of emerging talents in the field. His dedication to sustainability and engineering excellence has been recognised with the Distinguished Sustainability Leader Award 2019 from the Hong Kong Management Association.


Currently serving as the International Vice President of the Institution of Mechanical Engineers, he is also an active member of various advisory groups in Hong Kong. Dr Chen Jung Tsai joined ASTRI in 2005. In recent years, he has led the development of award-winning applications, including head-mounted display, automatic optical inspection, and AI-based defect detection. The technology division he leads has expertise in a wide range of technologies, including high dynamic range (HDR) display, smart digital signage, 2D/3D pico projector, sensing system, wearable Head-mounted display (HMD) for AR/VR applications, automotive head-up display (HUD), biometric & human machine interaction (HMI) sensing, 2D/3D automatic optical inspection (AOI), intelligent industry robot, deep learning machine vision, intelligent manufacturing (industry 4.0), smartphone spectrometer & hyperspectral imaging and intelligent IoT sensing related technologies.


Dr Tsai is a veteran researcher with more than 25 years of experience and more than 60 patents granted in the US, Mainland China and Taiwan.


Before joining ASTRI, Dr Tsai was with the National Taiwan University, supervising students in optical inspection and semiconductor packaging technologies. He also worked at Macronix, responsible for the development of new packaging and implementation of mass production.


He holds a PhD in Applied Mechanics and a Master in Applied Mechanics from the National Taiwan University, and a Bachelor in Agriculture from the National Chung-Hsin University in Taiwan.

Victor Wong has strong passion in education. He founded Bridge Academy in 2014, a school that provides Applied Behavior Analysis (ABA) services for children of aged 2 and above with learning difficulties. More than 1,000 special education needs (SEN) students had received ABA services at Bridge Academy since 2014. In 2024, Victor has taken up the role of School Supervisor at Aoi Pui School, the first primary school in Hong Kong registered with Education Bureau, providing services to SEN students through the application of ABA. Victor has also founded Bridge AI, an Edtech company using Artificial Intelligence (AI), big data and video and audio communication systems to support SEN students. He is now collaborating with Hong Kong Applied Science and Technology Research Institute (ASTRI) in a project funded by the Hong Kong Innovative and Technology Bureau (ITB) to develop the Integrated Intelligent Intervention-learning system (3i-learning system) that tailors the individual needs of students with SEN. This groundbreaking system has been widely adopted by over 1,000 SEN students across special schools, hospitals, and training centers in Hong Kong and Singapore and has garnered recognition as the UNESCO Best Practice Technology for SEN students in 2024. Prior to Bridge Academy and Bridge AI, Mr. Wong spent 8 years with Alvarez and Marsal. He was a senior member of the Asian team that successfully managed the global restructuring of Lehman Brothers real estate and non-performing loan assets. In particular, he managed Lehman Brothers’ office and safeguarded its assets and interests in Korea. Victor is a Doctor of Education student at The Education University of Hong Kong and holds a master’s degree in accounting from the Hong Kong Polytechnic University. He is also a speaker at IEEE conferences about next-generation technologies for people with cognitive and learning disabilities.

His illustrious career spans major multinational corporations across the United States and China, where he has shaped research strategies and pioneered advancements in cutting-edge technologies.


Dr Huang’s professional journey includes significant tenures in Beijing, Shanghai and New York, where he held leadership roles at esteemed organisations such as Lenovo Research, IBM Research and Philips Research, accumulating rich experiences and connections.


Dr Huang’s contributions have garnered numerous accolades, including Lenovo Leadership Awards, IBM Outstanding Research Awards. He has published extensively in peer-reviewed academic journals and holds dozens of patents in both the United States and China. His contributions have earned him the title of Professor-Grade Senior Engineer in China.


He serves as a Guest Professor at the College of Software and Microelectronics at Peking University, and has held prominent positions such as the founding Vice Chair of the International Alliance on SparkLink, an emerging short-range communication technology, and a Board member of the Green Computing Consortium.


Dr Huang holds a PhD in Operations Research from Stanford University and a bachelor’s degree in Applied Mathematics from Fudan University.

Mr. Andy Fung has led an extremely diverse and successful career in the field of ICT over the past three decades in Asia Pacific.  Being a seasoned leader in driving substantial business growth and operational efficiency, Mr. Fung had held leadership positions in a broad spectrum of global software and hardware systems companies, network connectivity carriers and systems integrators, including IBM Lotus, SAP Sybase, Sun Microsystems, France Telecom Orange Business, and British Telecom, with responsibilities spanning Mainland China, Taiwan, and Hong Kong.


Mr. Fung has led Pactera, a China-headquartered digital transformation application development firm, since 2018. The company was acquired by China Electronics Corporation in 2020, transforming into Gientech, a China-based giant specializing in digital transformation strategy and solutions for Hong Kong and Mainland China markets. Under his leadership, Gientech has doubled its business size despite challenges from the 2019 Hong Kong unrest and the COVID-19 pandemic.


As of 2024, Mr. Fung has been appointed CEO of the Nano and Advanced Materials Institute. He is committed to accelerating material science R&D to commercialization and industrialization, driving the GDP growth from Hong Kong companies.

Operations and Innovation Director, MTR Corporation

Dr Lee joined the Company in 1991 and has held various management positions related to the design, construction, operations and maintenance of the Company’s railway system in Hong Kong. He has been the Operations and Innovation Director since 1 October 2023 and a Member of the Executive Directorate since January 2020. Prior to his current position, Dr Lee took up the position of Chief of Operations Engineering in September 2013 and became the Deputy Operations Director in November 2019. He was appointed as the Operations Director in January 2020. Dr Lee is also the Chairman of MTR Lab Company Limited, a wholly-owned subsidiary of the Company.


Dr Lee is responsible for managing the Company’s railway-related asset performance, asset management, new railway projects operations planning and development, operations safety and quality in Hong Kong as well as innovation and technological development in Hong Kong Transport Services. He also oversees the Company’s Digitalisation and Innovation Department with a view to establishing an integrated technology and innovation framework across the Company.


Dr Lee is currently a Member of the Hong Kong Quality Assurance Agency Governing Council. He is also a Non-official Member of the Common Spatial Data Advisory Committee, and a Member of each of the Advisory Committee of the Department of Electrical and Electronic Engineering of The University of Hong Kong, the Technical Committee of National Rail Transit Electrification and Automation Engineering Technology Research Center (Hong Kong Branch), and the Rail Excellence Advisory Panel of Land Transport Authority in Singapore.


Dr Lee is a Chartered Engineer and is a Member of The Hong Kong Institution of Engineers, The Institution of Engineering and Technology and The Hong Kong Institute of Directors. He holds a Doctoral degree in Engineering and a Master degree in Philosophy both from The Hong Kong Polytechnic University and a Master of Business Administration degree from The Hong Kong Metropolitan University.
